The birds are Double-crested Cormorants. They migrate to the lake in winter for the fish. Despite being in the middle of the city, the lake contains a lot of fish and attracts many birds.

It's natural. Birds eat, birds poop. Hold your nose around cormorant bay in the winter; it's been this way for years.

PS: Who is "ruining" whose lake again?
